
The Founder
Myra Ventura Bowling, MPH, is a health policy professional dedicated to improving healthcare quality, equity, and accountability through better understanding of how payment systems shape care. She founded The Pay Impact to illuminate the complex connections between payment policy, providers, and patients—translating technical reforms and reimbursement models into accessible, real-world insights.
Myra’s experience spans federal research, quality improvement, and health systems evaluation. At the U.S. Government Accountability Office, she contributed to analyses of Medicare Hospice and Medical Countermeasure Injury Compensation programs, identifying operational inefficiencies, policy gaps, and compiled information on similar programs internationally. At Neighborhood Health, she conducted compliance audits and patient-level data analysis to address disparities in care coordination and chronic disease management, while recommending strategies for improvement. She also contributed to program evaluation efforts aimed at strengthening data collection processes among community health workers centered within a hypertension treatment program in Haiti with Zanmi Lasante or Partners in Health.
Myra earned her Master of Public Health in Health Policy from George Mason University and her Bachelor of Science in French and International Health from Clemson University, where she also minored in Nonprofit Leadership. Her work reflects a commitment to advancing transparent, equitable healthcare systems—where payment models support quality, access, and the professionals who deliver care.
